After Ulbricht
Ulbricht held the belief there was a single German nation divided into two states that would be united under Socialism.

Honecker recognised the division of Germany was solidified when the Berlin Wall was built in 1961. Any hope of reunification seemed remote.
Honecker put in measures to develop a separate identity for the GDR and instil pride in its achievements.
Ulbricht and Honecker
Early 1970s - Ulbricht lost favour with the Soviet Union and GDR Politburo as he increasingly disliked Soviet foreign policy.
May 1971 - Honecker visited Ulbricht's home with senior GDR guards armed with machine guns to surround the building.

The wall was effective in reducing the flow of migrants, but did little to enhance its reputation of the regime abroad.
He saw that a more positive approach was needed to convince the population that the GDR was a country they should be proud to live in.
Implemented Measures
After becoming leader, he put many measures in place to stress the differences between the GDR and FRG.

SED propaganda showed FRG being Americanised, claiming the GDR was not responsible for Nazi crimes.
Exports said 'Made in GDR' rather than 'Made in Germany', mass media and sports were used strongly to enhance a sense of national identity.
