It didn't begin in 1865, when the war came to a conclusion. In some ways, the process started with the declaration of war in 1861. By 1865, however, little had been fixed in stone except for the Emancipation Proclamation and the Thirteenth Amendment. The assassination of Abraham Lincoln did not help circumstances. Andrew Johnson, his successor, quickly fell out with Congress, which went on to implement its own Reconstruction agenda.
