What is the social problem?
Generation rent - decline in homeownership
Unaffordable housing costs (linked to rent + lack of homeownership as this is typically cheaper than renting)
Inaccessability of affordable housing for low income groups
Would presumably cover both social housing and high rents in the private sector
Policy recomendations
Improving the private sector
Rent controls - 2nd generation (but they need to be combined with other policies too)
Enforce minimum quality standards
Rent controls as the main policy with other policies included to supplement this
increasing security of tenancy
Increasing access to social housing
Build more social housing - consider the types + areas to meet the needs of people in the community
Scrap right to buy
Or at least make the waiting period before it can be conveted to a BTL mortgage much longer
Expropriation? - not sure if it would work here
Scrap BTL all together
Questions/ Thoughts
In a way rent controls + increasing the supply of social housing are connected. More social housing would mean less demand for private renting and in theory prices couldn't be as high?
Should I only focus on the private rental sector? Good to be narrow the scope or not enough to cover?
Should I foucs specifically on the experiences of 'generation rent' -- i.e. focus on young people?
Is London only specific enough in itself??
