Problems

Berias Reforms
- empower party & state by reducing & restrict power of the MVD
- Beria lead reform - to calm fears of rivals who assumed he would use the MVD against them
- Beria informed Presidium (Polit) that Gulag system was inefficient & difficult to manage

- MARCH 1953 - amnesty for non-political prisoners serving short sentences
- amnesty extended to April to some counter-revolutionaries
- party commission set up in May to investigate past executions - rehabilitated 4620 communists executed on basis of forced confessions
- MVD lost economic power - had used Gulag labour to construct factories → these projects terminated
as a result Gulag pop went from 2.4m in 1953 to 1.6m in 1956 → significantly undermined power & authority of MVD

Berias Fall
- rivals still feared that his SP would be used to terrorise them

- June 1953 - meeting of presidium K accused B of handing soviet secrets to Br govern. & crimes against soviet people
→ B arrested, tried & executed - at trial B was accused of using MVD against the Party

- this removed one of main contenders for power → 1953-54 K & M ruled as a duumvirate
