WW2 led to change in relationship w/ party & state
S became Chair of Sovnarkom in 1941 → change reflected need for efficient govern. during war time
by purging party members & military he sabotaged effectiveness of all aspects of govern.

S took leading position in both party & state to ensure better co-ordination of govern.
S promoted effective govern. in multiple ways :

ended mass terror
- S allowed state & party officials to continue working - ensure govern. could run smoothly w/o threat of violence

allowed state power to grow
- shift in power within govern from party to state - State Ministers now made important decisions
○
changed composition of Polit
- given important ministerial jobs that co-ordinated state & party activity
○ created
GKO
- responsible for economic co-ordination & military production & defence training during war
post war terror
Leningrad Affair 1949
S concerned Leningrad was developing
degree of independence from powerbase in Moscow
→
100 officials shot & 200 arrested
may have been apart of struggle to replace S
→ S 70th Bday in 1948 - Beria & Zhdanov were main rivals
→
B powerbase was MVD & Z was chief of Leningrad party
→ LA followed Z death bc B encouraged S to purge Leningrad as it contained group of senior rival officials
Testing Loyalty
imprisoned / sacked wives & daughters of senior figures in govern.

Molotov, S closest ally, been a member of Polit since
1926 & Minister of Foreign Affairs since 1939

S demanded to expel M Wife from party
→
M ABSTAINED vote BUT later apologised for disloyalty

wife had been arrested & imprisoned → M made no effort to stop this because of fear
CONCLUSION
Lenin allowed politicians to be independent from him, & established political terror should
NEVER
be used against com party members
→ under Lenin there was room for debate & discussion within party
1920s
- established SINGLE ideological orthodoxy & party rewarded
loyalty
rather than
free discussion
by
1928
S and his allies in control of the party → Great Terror took this further
many of S allies purged - belief of obeying out of fear than loyalty and therefore attacked his supporters
Therefore S ruled rather than the com party - party & state had very little authority
→ could not oppose S
S last years he fostered competition in party & limited political terror to ensure his dominance continued
