Vygotsky and Piaget constructed their theories around the same. Vygotsky however constructed his theory with emphasis on the importance not only of a relationship between a parents and a child but that of a child and a peer or adult with more knowledge.
Vygotsky created the term "Zone of Proximal Development" in order to explain just how capable a child is of learning new skills with the assistance and guidance of an adult.
