Is everything okay at home? Get to know the student and talk to them to find out if there is something outside of school that is causing them to struggle. Are there family issues? Are they getting enough sleep? Are they stressed from too many academies?

Contact school managers about the issue. Most likely, the issue won't progress beyond this point because managers don't want to risk offending parents. They also won't want parents to withdraw the student from the school to seek specialized help as it would mean losing out on tuition money. In an ideal world, we will progress to the next stages.
Managers will contact parents about issues in the classroom. They may suggest pulling the student out of class occasionally for extra one-on-one assistance. They may also suggest changing the goals and standards for this student.
Give time to see if these changes are working. If not, update parents further, and gently suggest the possibility of specialized assessments from a professional
If parents seek specialized help, communicate with parents and specialist to figure out what is best for the student. Set educational goals for the student accordingly.
