deciding what is good for the society
how government manage this conflict
understanding trade-off
-a trade of situation in which we must choose between or balance things are opposite as they cannot be the same.
due to limited resources, governments have to priorities the needs and interest of the majority over the minority
for example: singapore have limited land compare to many other countries. government saw there is a need to build a new mrt line and abandon its plan to build commercial and residential building (HDB).
decision making
democracy is a self governing system by the people for the people. citizens will elect representatives to represent them. representatives have the
political legitimacy
to make decisions behalf of the citizens especially in a conflict interest and demands
3 states of organ
the legislature
comprise of the president and parliament
when bills ( something was brought up >become a law after they accept) are brought up the MPs, the bills are debated extensively in the parliament to decide if they can be passed and become a law
the executive
comprises the prime minister, deputy prime ministers and the minister-in-charge
plan and implement the government policies
the judiciary
comprises the supreme court, state courts and family justice courts
interpreted and applied by the judiciary
ensure that people follow the laws and do not break them
challenges deciding
different priorities
citizens may also have alot disagreements on priorities.
for example: parents with children would want the government to invest more on education while seniors citizens would want government to invest more on healthcare
unequal sharing of costs
differing needs by a diverse population
for example : people who owns a car would want the government to improve the road networks while people who take public transport would prefer the government to improve on more transport during peak hours
different need and interest
government is deciding who should bear the costs as some people will be affected more than the others
providing a stake for everyone
develop a sense of belonging in the county
create many opportunities to allow citizens to share their views so they will feel like they are apart of singapore
how can we work for the good of society
maintaining internal and external orders
internal orders
comes under the purview of the ministry of home affairs (MHA)
for example:
singapore police force(SPF)
protects people who live in singapore from crime and criminal harm, which includes terrorism and public disorder
external security
comes under the ministry of defence (MINDEF) and ministry of foregin affairs (MFA)
for example: singapore armed forces (SAF) is managed by MINDEF and its main task is to deter aggression. if this deterrence fails then its task is to engage in war to protect the country's sovereignty (the state)
providing goods and services
all citizens need access to goods and services for their well-being. the government has to ensures that the goods are easily available and that service standards remain high. government also provides subsidies for those who cannot afford essential goods and services
for example: services is public transportation. the government ensures that the transportation networks continues to improve to meet the needs of the people through better connections and services
safeguarding interests of citizen
defines the rights of workers so that they cannot be abused by their employers, also can define as the rights of employers.
the government protects the people's needs through the central provident fund(CPF), to ensure that people save up sufficient money for their housing and healthcare needs and also serves as a source of income in their retirement years
role of citizens in society
role of formal and organised groups
they are usually registered groups which have specific objectives such as animals or the environment
role of informal group
they may not be registered which have specific, short terms objectives that is need to arises. informal groups may organise themselves to attend specific issue.
role of individuals
feedback from individuals can matter in the government's decision-making process.
for example:
