That means that Canada has adapted most of the time the USA's foreign policy. For example, although in a less way, Canada started to lead a foreing policy based in the isolationism from the USA in the interwar years. Then, when the WW2 arrived, Canada identified with the world liberal internationalist goals. But, it changed again for a selectiv internationalism just at the end of the cold war. In the last years, Canada's foreign policy has been identified specially with economics and trades objectives, that means that other goals like the defense of HR or the participation in multilateral organizations has been subordinated in a secundary position. Also, in the 1990s has cut a great percent of the budget for the international institutes in Canada.
