Form:
(Positive) Object + am / is / are + being + verb participle
(Negative) Object + am / is / are not + being + verb participle
(Question) Am / is / are + Object + being + verb participle ?

Affirmative
The house was being painted when I arrived.
The men are cleaning the boats.

Present perfect
Use
We use the present perfect in the passive form for all the same reasons we use it in the active form – to talk about recent actions, experiences, and ongoing actions/situations.
Examples
Negative
His house wasn't destroyed by the fire.
The cake won't be eaten by Walter.
That book wasn't written by Wilde.

I noticed that a window had been left open.
Every year thousands of people are killed on our roads.
All the cookies have been eaten.
Form
(Positive) Object + have / has + been + past participle
(Negative) Object + have / has not + been + past participle
(Question) Have / has + object + been + past participle
