Present continuos.
Use. = We use Present Continuous Passive for actions happening right now or in progress at the moment of speaking when we want to focus attention on the person or thing affected by the action, when the subject is unknown, unclear or irrelevant.
Examples.

Dinner is being made for us.

The living room isn't being painted.
Question example :question:
Is a lease being signed?

Present perfect.
Use.
We use the Present Perfect in the passive form for all the same reasons we use it in the active form to talk about , experiences and achievements, changes over time, incomplete actions with expected ends, continuous actions started in the past, past actions with results in present.
