        Different states have different vital interests that they refuse to compromise
        
        There can be no authority that can enforce judgements that would solve international disputes

        Have faced backlash because they have talked bad about caring for only 1 country and show lack of interest in home country

        International Criminal Court Conundrum (ICC)

        Mission: identify and prosecute individuals and organizations (even states) who violate international norms and war crimes
        
        They must receive cooperation from states and sometimes get it
        
        A state can protect individuals from prosecution
        
        States can treat their people any way they want, but international norms will prevent them from harming or committing illegal acts against them
        
        Problems they solve:
        
        the need to constitute a procedure and structure each time a violation occurs (can happen at any time)
        
        The need for a set of standards and regulations about what constituted violations and the punishments available for crimes
        
        pros & cons
        
        Advantages:
        
        it would not have to start from scratch each time suspected war crimes were uncovered
        
        There is a permanent staff in charge of finding war crime situations and determine the appropriate of action
        
        Hoped that a permeant team that might deter future war criminals
        
        Disadvantages:
        
        Needs cooperation from the states containing the individuals
        
        Constant gaining and losing of support from the US
        
        The US feels like it can lose it's sovereignty status
        
        Other Americans think it would put America in leadership and improve the internal environment
        
        Counties can avoid consequences by not signing treaties
    - - Political philosophers emerged making the counterclaim: that sovereign's powers were limited and could be influenced by the people
        
        The people can put restraints on the states

      - Claimant must have gotten it in a legit fashion and must have not stolen it from another state

        One state can't invade another and put a puppet regime in the state

        There is a question whether sovereignty status can be made for Antartica because there is no population
