Genetic Explanations
OCD is polygenic. The SERT gene is a candidate gene as it is mutated in people with OCD. The mutation causes an increase the transporter proteins at the pre-synaptic membrane. This leads to an increase in the reuptake in serotonin which lowers the overall level.

Lewis (1939): observed from his patients that 37% had parents with OCD and 21% had siblings with OCD.
Nestadt et al (2010): found a 68% concordance rate in MZ twins and a 31% concordance rate in DZ twins.
Cromer et al (2007): found that over 50% of the OCD patients in their sample had traumatic experiences in their past. OCD was more severe in those with more than 1 trauma.
Strong evidence for the idea that the genetic variation can amke a person more or less vulnerable however it does not appear to be enitrely genetic as environmental risk factors can also increase the risk of developing OCD.
