-early definition of complete and system functional needed
-each iteration phase is rigid and does not overlap each other
-need early definition of a complete and fully functional system
-clear and complete definition of whole system are required

-after getting the requirements
-there is a need to get basic functionality delivery fast
-a project has a new technology
