FTC - regulates consumer protection, covers advertising and marketing practices that may do harm
FCC - can award a license to broadcast if the content is deemed for the public good or necessary. 1984 law- 10.2 minutes of commercials for every 1hr of TV on weekdays, 12 for weekends. 1996 law commercial stations must produce 3 hrs of educational content per week
creates stereotypes and perspectives on adversity that may not be true
TV decreases reading time and communication for children
Viewing before age 3 correlates with lower academic achievement where as viewing after age 3 has a more positive correlation to academic achievement
Children and Screen Media
." Television has certain properties that distinguish it from other media, including its attention demands, the brevity of its sequences, the rapid succession of presented material, and its visual orientation (singer & singer, 2012)" p337.
1970's ACT petitioned the FCC for age-specific ratings and content
TV and Movies have an affect on culture
In the 80's a lot of children's shows were toy based, such as Smurfs or Care Bears; sought to get rid of advertising limits in programming

Concerns - (1) socioemotional development and relationships, (2) physical development and health, (3) psychological development and behavior, (4) cognitive development and achievement, and (5) moral development and values.
Mass Media
the form of communication in which large audiences quickly receive a given message via an impersonal medium between the sender and the receiver
Culture - the learned behavior, including knowledge, beliefs, art, morals, law, customs, skills, and traditions, that is characteristic of the social environment in which an individual grows up
Effects socialization through values, beliefs, attitudes and behaviors
The more time someone spends "living" in a virtual world the more likely they are to accept it as reality
Chronosystem Influences
Technology and availability have made accessibility dramatically increase
over the past 100 yrs, books to radio to movies to tv to computers to mass media
Most prominent today is interactive media; computers, cell phones, game consoles - Creates concern about active participation (the things above) vs passive participation (radio, TV, movies)
technological changes; quality, quantity, ability to record TV, digitized content, different languages, editing, genres
Morals and Values
What television does is communicate the same information to everyone simultaneously, regardless of age, level of education, or experience.
When kids view adult TV they struggle to differentiate scenarios that align with their families morals and values and those that do not.
Shows that show socially desirable values influence children as well

Adult Co-viewing
checking ratings and evaluating what kinds of programs may be viewed

Books and Magazines socialize children as well
