Differing Priorities
Besides differing needs and interests, there may be disagreement over priorities.
If there’s money available to build only ONE facility in school, which would you choose?

Decision making becomes very difficult as different individuals believe they are entitled to their rights. It might become challenging for the country to progress as different individuals are unable to agree on the way to move forward as they have different priorities.
These could be due to what they feel is important at that point in time in order to lead a happy and fulfilling life in Singapore.
Unequal sharing of costs
EXAMPLE:
In order to build the Thomson Line, the government had to acquire land from the original land owners.
Decide on the needs/interests of the different groups, and how the government came to a decision
Trade Offs
It involves an exchange in which an individual has to decide between two or more things that cannot be obtained at the same time
Consideration would also have to be made on how to address the interests of groups that have to bear the greater cost of burden or whose needs, interests and priorities are not met.
the small size of Singapore requires careful planning to ensure that every land space is well utilised. This decision is made by the government
