Goals of Turkish National Educational System
Specific Goals
Article Eleven
explains it is aimed to develop awareness of democracy and understanding of moral values to have free and democratic order within the communities. However, it is not in any way allowed to go against Atatürk's nationalism.
Article Twelve
highlights the fact that secularism is essential, while still having mandatory religious culture and moral education classes.
Article Ten
reiterates that Atatürk's reforms and principles are taken as a basis for the curriculum. It is emphasized that teaching the moral values and the language in their unique form is an important part of teaching.
Article Thirteen
explains how methods and materials develop and change according to scientific and technological innovations to ensure increased efficiency. Studies to aid this goal are encouraged and supported both financially and morally.
Article Nine
describes it is important to continue the education of adults to help ensure they adapt to life and work enviroments outside of school.
Article Fourteen
details the development of education. It is planned and carried out according to many social and cultural objectives. Authority figures within the system and their responsibilities are determined by law. The school buildings, staff, equipment and the like are chosen beforehand to ensure efficiency.
Article Eight
details that men and women get equal opportunities in education. Additionally, loans, free boarding and scholarships are provided to avoid the hardships that come with financial troubles.
Article Fifteen
emphasizes the importance of mixed classrooms. However it is possible for some schools, depending on opportunities and necessities, to be reserved for girls or boys only.
Article Seven
explains that it is the right of every citizen to attend primary education. Whether they choose to or where they choose to attend after primary education is based off of their interests and abilities.
Article Sixteen
highlights what the schools may do to tend to students' needs within the campus. Establishing common areas such as canteens is a useful way to make income that is later used to pay for campus expenses. The Ministry of Finance and the Ministry of National Education regulate the supervision of the income as well as managing the operations.Emphasis is also given to cooperation between the school and the families of the students. This is achieved by forming school-parent unions, which can organize events and campaigns, as well as operate the building on campus. Donations are also accepted, but parents of students cannot be forced to donate. Income obtained through events, donations etc. are kept in special accounts opened for the campus and parent-teacher unions specifically. Donations are also exempt from inheritance and gift tax.
Article Six
explains how students are directed to different programs and schools that best suit their interests and abilities.
Article Seventeen
reiterates the importance of education in all aspects of life, in every environment, however, official, private and voluntary education related activities are controlled by the Ministry of National Education.
Article Five
describes how the Education System is organized based off of the needs and abilities of the citizens.
Article Four
encompasses equality. No discrimination of gender, language, race, disability or religion.
General Goals
Article Two
explains the Education Systems dependency on Atatürk's reforms and principles when it comes to raising and educating the new generations.
Additionally it describes the kind of individual the education system intends to raise; one which will ensure the development of the country and praise it.
Article Three
explains that the system is organized to determine the general objectives, which in turn helps to determine the specific objectives.
