Meaning : process of formulating and include 2 main elements

Analysis : analyse the course of proposal.
Is the activity valid for fixing the issues, addressing the cause of the issue, or alleviating the problem.

Is it politically viable enough to get enough support from legislators for adoption.
Should it be acceptable to the people if made a law, and will they be motivated to comply.
