Inspections
Internal
Sea Bag
Minimum uniform reqs are in Chp 3 of U.S. Navy Uniform Regulations
Required at regular intervals and prior to transfer for E1-E3 personnel
Typically conducted on newly arrived, junior enlisted personnel
Personnel Inspection
Conducted by anyone in the chain of command
May be a formal, command wide inspection or conducted at morning quarters
Directly affects services of Supply Department
Messing and Berthing
Conducted by XO/Master at Arms (and sometimes by the CMC)
Sanitation
Galley Performed by IDC (monthly) and FSO (weekly)
Living spaces, laundry, storerooms, barbershop, messing spaces, heads and showers, etc.
Health and Comfort
A search for contraband authorized by the CO
Zone Inspection
The entire ship, which is broken down into areas or “zones” of responsibility
All spaces should be inspected at least quarterly by Officers and CPOs
Material Condition geared towards INSURV
Division in the Spotlight (DITS)
Local instruction/process
A variety of internal inspections to avoid problems between major ship-wide inspections
Some of the areas reviewed during DITS include:
Training and PQS
3M program
Dental and medical record assessment
Career counseling and education services, Retention
Safety
RPPO
DC LOK
Disbursing (Quarterly Cash Verification)
Randomly conducted quarterly by the ship’s Cash Verification Team (CVT)
Provides the CO with an independent audit of disbursing assets
Provides the DO with an official record of accountability and accuracy on the date of the verification
External
Supply Management Certification (SMC)
ATG or TYCOM assessment that determine if each mission area can effectively support the unit in performing its primary mission
Conducted every 18 to 24 months
Field Examination Group (FEG) On-Site Audit
Unannounced inspection conducted randomly every 12-18 months
Has Blue “E” Implications
Board of Inspection and Survey (INSURV)
Determine and report on material conditions which limit a ship’s ability to carry out assigned missions
To ensure material deficiencies are being identified, documented, and resolved
Mandated by Congress, Chaired by an Admiral, conducted at least once every 3 yrs
Annual Postal Inspection
Plan of Actions & Milestones (POA&M)
Common tool to use following any external inspection
Answers the five W’s for identifying, correcting, and prioritizing deficiencies
Usually a deliverable to the CoC following an inspection to correct deficiencies
Shipboard training
Personnel Qualification Standards (PQS)
minimum knowledge and skills required to qualify for a specific watch station, maintain specific equipment, or perform as a team member within a unit
PQS Coordinator
Procures PQS products for the command
Advises the XO on all PQS matters
Maintains a list of PQS Qualifiers
PQS Qualifier
“Sign Off” line items in their area of Expertise once the trainee has demonstrated sufficient knowledge/skill
Job Qualification Requirements(JQR)
A locally (command) produced PQS type manual if no PQS exists for a particular job
Must be created by the Subject Matter Experts (SMEs) and modeled after a PQS
Shall be forwarded through the chain of command to the TYCOM
Qualification Card – Assign the PQS & goal date
