        Regime of rights and duties
        
        Students right
        
        They have the right to receive free and obligatory education if they are between four and fifteen years old. Adults are included if they do not finish this period.
        
        National Education System duty
        
        To satisfy basic teaching necessities of the students and the society based on clear socio-politics, cultural, economics, psychological, pedagogical, ethic and moral values. At the same way the importance recognition of the scientific, technological, and humanistic knowledge with its origin, utilization and development.

        • Article 87: Everyone has the right to education and the responsibility to educate himself. The State organizes and directs the public service of national education and guarantees parents the right to participate in the educational process of their children.
        • Article 88: Education must attend to the harmonious and integral development of the educator within the social coexistence, in the physical, intellectual, moral, aesthetic and civic aspect and should seek his training for useful work in the self-interest and in
        collective benefit.
        • Article 89: It is recognized that the purpose of Panamanian education is to foster in the student a national awareness based on knowledge of history and

        The current trend of curricula, for academic secondary education is to insert a job orientation component that trains students to to enter productive work and be able to continue higher education.

- - - - Beginning education level
        
        The pedagogical approach underpinning this programme is oriented towards the joint participation of the educator, family, boy, girl so that starting of previous knowledge develop significant learnings that manage to stimulate the areas of socio-affective, cognitive-linguistic development and psychomotor. This level includes children from two to five years who attend to nurseries.
        
        Young and adults education
        
        The education of young people and adults is conceived as the set of educational actions that are developed at different levels, modalities and forms of learning that guide the achievement of the purposes of the subject and of society. This it will be offered to the population over fifteen years of age who have not had the opportunity to enter the educational services of the regular sub system and also in order to promote the achievement of self-management of the young person and the adult, as well as for its integral realization and therefore, of national development.
        
        Modalities of Youth and Adult Training
        
        • Literacy or preparatory: This program has the fundamental interest to eliminate illiteracy in all its forms among persons over 15 years of age. It also offers the participants the instruments of reading, writing and calculation. It promotes a critical and reflective attitude so that it participates actively in all decisions to improve their living conditions.
        • Primary School Completion: Program that offers young and adult participants a general basic education within three years. It consists of three levels of one year each. Their equivalence in primary education: the first level corresponds to first and second grade, second level to third and fourth and third levels to fifth and sixth.
        • Popular culture and small industries: It is aimed at training young people and adults in certain careers or vocational trades that allow them to improve their cultural level and living conditions.
