There is a risk that systems which ‘piggyback’ in this way will have been designed to be brought to market quickly, rather than being built on robust processes, expert knowledge and safety standards.
It would not necessarily be clear to a customer organisation where shortcuts had been taken, and so a ‘piggybacked’ system may appear to be good value with no obvious safety concerns.
To release information which could indirectly result in patient harm would undermine public confidence in the NHS, which in itself would be likely to jeopardise patient outcomes.
We are therefore satisfied that the public interest in protecting the safety of patients significantly outweighs the limited public interest in the disclosure of the requested information.
