Bill fears death.
Evidence 1:
'regretfully'
Bill could have been upset with himself as he had been so unlucky as to have drawn the paper with the black dot on it.
Bill could have been upset for indirectly causing the death of one his family members, but based on evidence like the way he treats Tessie, it is more likely that he was upset with himself for landing himself into this mess.
As we can tell that Bill is someone who does not express much emotions, the fact that he expressed his regret shows us that he must be feeling very strong regret that he expressed it, thus allowing us to infer his fear of dying.
Evidence 2:
'held it up'
Bill felt the need to show everyone that Tessie was the unlucky one who was going to be stoned to death.
In a way, he was trying to reassure himself as well, that he was lucky to not have won the Lottery, so he wanted to prove that to everyone, like he needed them to see it too and realise that he was saved.

Shows us that he does not care about her views, even if it seemed like she was trying to protect him.
As a reader, we thought that couples are supposed to respect each other's views. Bill does not seem to care about Tessie at all.

'that's only fair'
Seems like he is purposely trying to go against Tessie, as she had said that 'it wasn't fair'
Choice of words seems like he wanted to disassociate himself from her, as it appears that their opinions are the exact opposite of the other.
