1. Responding to an increasingly
precarious world order
International cooperation is based on eroded beliefs, facing criticism and financial constraints
There is a difficulty in establishing partnerships among non-state actors and civil society
Economic development has led to increased difficulty in fostering cooperation
Not only does international cooperation operate on eroded beliefs but it also has to answer to their demands
The financial resources allocated to educational development is insufficient, and disproportionately distributed to nations
More support is favored towards higher education instead of universal access to early childhood, primary and secondary education
Aid is not offered in consideration of a nation’s needs; however, civil society engagement has prospered, and partnerships with governments have been established
2. Towards shared purposes,
commitments, norms and standards
International cooperation has been of great significance concerning establishing consensus
Cooperation should be more inclusive for high-level dialogs
Funding should be ensured to follow commitment
More concrete and locally-owned goals should be established to ensure enactment and more effective monitoring mechanisms
Policy-makers should abstain from thinly-spread policies and focus on long-term challenges
3. Cooperation in knowledge
generation and the use of evidence
Evidence and research are pivotal in education as they facilitate educational transformation
Much criticism has been placed on the misuse of data; therefore, there needs to be shared statistical data to ensure accountability
Worldwide, the available data has not been utilized to the highest degree
The research efforts are still unilateral, and more inclusion is required
There should be an increase in financing for research of knowledge and evidence
4. Financing education where it is threatened
Aid has reinforced the
power imbalances
derived from colonialism & done too little to strengthen the
sustainability
of the educational system.
Groups that need the most financial support:
(1) low, middle-income countries, esp. Africa
(2) displaced populations & involuntary migrants
(3) emergency response & educational reconstruction during the COVID-19 pandemic.

ii. Develop clearer sense of comparative advantage
iii. Work with UN partners → find innovative solutions to ensure right to education
iv. Utilize its global presence → advocate for equitable access to digital information
v. Support the engagement of citizens & civil society
6. Principles for Dialogue and Action
Call for all educational stakeholders to
work together at global and regional levels
→ generate shared purposes & common solutions to educational challenges.

A new social contract for education (the principle of education being a common good) calls for global responsibility.
Vaccine nationalism has highlighted serious gaps in our ability to work collectively.
Education cultivates human ingenuity → essential to solving major current problems → global, equitable access to knowledge & education is required.
