I think that the literal meaning is that there is a gap between where the sidewalk ends and where a new road starts and in between that area it is a very sunny place and it has very soft green grass and is a very serene place. While that is a nice place the city is a darker place where there isn't any flowers and there is always a lot of black smoke and pollution.
Figurative Meaning
the figurative meaning of the poem is relevant and sufficient.
Because it's similar to our lives ending and us passing away and leading us to a new path in heaven. It talks about the white grass growing which is indicating clouds. It also talks about chalk arrows leading us which is indicating a stairway to heaven. Lastly, it talks about the sun burning a crimson bright and heaven is talked about to be very white and bright.
I think that he included it to show that where the sidewalk ends is a very nice place where rather than it blowing black smoke it smells like peppermint. It is imagery because you can imagine wind blowing and you can imagine it smelling like peppermint
