This is unfair. How to decide what we should prohibit?
Examples
Alex doesn't consume a lot. He doesn't buys a lot of food. Has an old smartphone,... . However he likes driving cars with an combustion engine really fast on a racing track.
Prohibiting his only hobby isn't something friendly I would say.
James is a young guy and really up to date. He always buys the newest clothes, has the newest smartphone, eats and drinks whatever he wants. But to reduce the carbon emissions, he wants to prohibit combustion cars, which he doesn't use anyway.
Michelle is a millionaire. She inherited a lot of money, private yacht. Since she has enough money, she doesn't care about carbon taxes anyway.
Ariane is really poor. She doesn't has a job and lives of unemployment benefits. Since the price of products would rise, she could afford less in case, CO2 taxation is applied, which increases the costs of products.
