- - - - the presidnt Carlos Lesmes Serrano.The General Council of the Judiciary is a collegiate body made up of:
      - Twenty members, called vowels, appointed by the king, chosen by the Cortes Generales (Congress and Senate) from among judges and jurists of recognized competence.
      - A president, who will in turn be President of the Supreme Court and of the General Council of the Judiciary, appointed by the Plenary of the Council in its constitutive session. He is chosen from among members of the Judicial Career or jurists of recognized competence.
      - The members are appointed for a mandate period of five years, from the date of the constitutive session. The CGPJ is renewed in its entirety, once the five years of mandate have elapsed, although the outgoing Council continues in office until the new one takes office.
      - The members cannot be re-elected in the following Council. The mandate of the president is linked to that of the Council that proposed it; but the president can be re-elected and appointed only once for a new term.
      - In the event of early termination of a member, they are replaced by the same procedure by which the outgoing member was appointed; the mandate of the substitute member is exhausted with that of the CGPJ in which he is integrated.
      - The members of the General Council of the Judiciary are elected by a qualified majority of three-fifths of the Chambers as follows:
