Media/ Public Opinion - public opinion and a campaign in the sun newspaper put pressure on parliament to pass the Dangerous Dogs Act 1991.
Example: Dunblane Massacre - Firearms Act 1997

Pressure Groups - groups that represent the interests of people or promote a particular cause.
Example: Fathers 4 Justice
Private Members Bills - every year approximately 20 backbench MPs get the opportunity to introduce a bill. Example: David Steele the Abortion Act 1967
Judges - they change the law through their decisions in cases.
Example: R v R - HOL decided that a man could be guilty of raping his wife.
Government Manifesto - the government has the major say on which new laws will be passed. These proposals will have been set out in their manifesto.
Example: labour made a new law, Hunting Act 2005, which was promised in their manifesto.
Law Reform Agencies - bodies that are set up to research areas of the law that need changing. the main law reform agency if the law commission.
