Outcome1: improving QNU employee and students’ capacity in applying knowledge, skills, and attitudes through digitalizing educational, administrative and managerial activities at QNU;
Education
Improved training programs by implementing e-learning/blended learning mainly in the bachelor curricula.
(coordinated by a capacity building centre - see Systems, policies, infrastructure)

Train the trainer sessions are developed by an interdisciplinary team of educational technologists, educational developers and staff of the Center for IT and Communication-QNU.
Development of the elearning platform
- Extending existing LMS platform (Moodle) to meet needs (see also ICT activity)
- Selecting, installing/integrating (to LMS) learning support software (e.g. authoring tools)
- Development of a collection of courses and programs models in the context of e-learning/blended learning
- Development of methodology, material and assessment tools in e-learning/blended learning.

People
(i) Increased individual capacity (skills, knowledge, competencies) of students, staff and alumni
(ii) and improved employability of QNU's (the partner university’s) students and alumni
Training on using digital services (new software, digital devices,...) and on soft skills (information literacy, e-learning platform usage, e-services, English) for QNU staff, students and alumni.

An open, integrated, interoperable and university-wide software system is designed to gradually replace the existing software solutions (where QNU is totally dependent on vendors) and/or develop/implement new ones using FLOSS whenever possible.
Development of an institutional vision, policy and strategy on e-learning/blended learning
Development of a consistent IT strategy and a widely supported vision on e-services [including a policy on research information management (see "Networks and partnerships")]

Outcome2: enhancing the training and education quality, and the governance of the University by implementing the modern blended learning environment, upgrading administrative services and modernizing the library.

Outreach and policy support
Enhanced interaction with relevant stakeholder to share knowledge (specifically on learning, information, cutural and managerial topics;

Providing digital services including e-learning/blended learning courses to stakeholders (collaborating universities, schools, collaborated training facilities, partners...)

QNU becomes more active in e-learning/blended learning in the Association of Vietnam Universities and Colleges
Networks and partnerships
Development of an information strategy in an international context.
Partnerships with regional and international library are created.
Development of the library as a node in the international network of scientific information:
- including the QNU output in international databases
- introducing discovery methods for scientific literature
Development of an institution-wide library and information management strategy and policy:
- Internal networking on information management in the university
- implementing open access, open data, open science, open education policies at QNU
QNU becomes more active in library and information management in the Association of Vietnam Universities and Colleges (AVNUC)

Assumtion:
- A good cooperation and support from existing software vendors in developing mechanisms for data extraction and exchange between software systems.
- Qualified IT staff can be recruited in sufficient quantity according to the expansion of the project

- Covid-19 pandemic is going to be well controlled
