Commander Mitsuo Fuchida fires one shot meaning one type of attack, he sees that some of the planes are not responding so he fires again which means a different command. The planes who heard both shots did a different command than the planes who heard one shot. Although this mishap happened the attack had started.

Commander Mitsuo Fuchida looks back to see all of the damage they have done and to see that his planes are going back onto the boats they were brought on.
Japanese commanders argue whether they should go back and destroy more of the american's things so that they will not be able to fix the ships quickly. Their decision is to not go back but they really wanted to.
