In the 25th Annual Meeting of Congress in Nagpur 1920, 20th Dec, Gandhi proposed his idea of non-cooperation.
He was able to persuade binding muslims and idians, and they voted for non-cooperation by 2 votes to 1.
His idea was that non-cooperation would make the Raj ungovernable.
