Everyone has the same rights, you are entitled to rights. Can be legal or moral
A government is accountable and faces regular elections

No person can bribe or intimidate the electors
The ability of citizens to be able to stand for fair elections without unfair impediment
A system where the judiciary is separate from government
The citizens can use the legal process to hold the government to account

Rights are duties for somebody else, one has a right even if that right is being violated. eg. human rights
One has a freedom only if it is being respected E.g. put into law and protected (Human rights Act 1998 in the uk)
