personification: "drags itself awake on subway straps;" the cloth is fighting against the wind that's trying to push its way into the room & "and I, an alarm, awake as a rumor of war," is a description of the speaker pulling itself awake from the city.
alliteration: alarm, awake & will, wind & “subway straps” & unasked and unheeded

effectiveness: The figurative language really influenced the reader's understandment. It helped the poet better describe the situation and feelings. Leaving a reader in a touched with feelings that are widely common.

It is about someone living in New York experiencing difficulty in starting new. The city is full of people doing their own thing. As they say it's the city "the never sleeps". The poet described the feeling of awakening into the unknown and the unwanted earge to wake up and try new things.

It is ok to feel lost at times. They are just a sign of new beginnings even if facing the future is not something you want. Time does not stand by.
