The theme is how most people are not motivated by self-interest, and how children are slowly growing into un-motivational, every-day-the-same-dream type of people.

simile:Angelou compares her speaker to “a rumour of war”. This is an interesting comparison and one that will spawn several different interpretations. She is perhaps alluding to how a rumour, such as one about war, could spread. It would move quickly and spark fear throughout a community. The speaker is as awake as this rumour would be.
Personification occurs when a poet imbues a non-human creature or object with human characteristics. For example, in the sixth and seventh lines where the speaker describes the city as pulling itself awake.
The poem uses techniques such as imagery and personification to create an image of New York city that is equal parts wistful and draining.

Tone- The speakers tone would be calm to begin with as she describes the children sleeping and a couple lines down she would have a change in tone as she mentions " awake a arumor of war" to grab attention to these words and finally the tone would return to a more soothing as she describes the character waking up.
