this was a problem as proportional representation meant that no party ever had a majority

Article 48 was used by Bruning which made the situation worse as it sowed democracy wasn't working
the appeal of Hitler
he was charismatic that made people believe that he could be trusted
he was a powerful and inspiring speaker which filled his audiences with hope
