Educational advertisements need to be directed towards different audience from different ages to truly encourage agriculture, since education takes a longer period of time to have an effect. Likewise, if the subsudies for farmers are way too high this might discourage independent realocation of resources to cut spending, making agricultural companies completely reliant on governmental subsidies. Therefore, both education and subsidies needs to be applied to a certain extent that encourages the production of merit goods, and not otherwise.
