The police task force is trying to make enough trouble and noise to draw out the cartel leader. They liken finding him to 'finding a fucking vaccine, you know the value of that right?' They torture information out of one of the cartel member, they disrupt the supply chain, and the they mess with their wallet. They are operating under the order of elected officials, they have the blessing and authority of state government officials, 'they're not operating out of bounds, the boundary has been moved.'
