        State can do teh same violence as terorrists, and only STATES OR COUNTRIES OR GOVMTS regard non state actors that they are especially the ones that do terrorism. Non state acotrs= anynojne not from teh state so terrorist organizations.
        
        Hiowvere state actions can also be considered as terrorism such as gaza and israel or al qaeda.

        SEDCOND WAY IS WAR CRIMES IN OTHER COUNTRIES SUCH AS UNLWAFUL ACTS OF VIOLENCE for example war crimes or violation HUMAN RIGHTSs THIS IS DIRECT

    - - FOr ex france and many terrorist attacks in the last 10 years that they were random.
      - It can be necessary in some terrorist attacks
      - terrorists have an advantage since they can tarrget anyone and say that it is in a specific area

        And china connects it with the uighurs separatists. They accused them of it.
        
        China accused the US in having a different definition and standard of terrorism. They said that if it happened in the US they would have called in the US, they have a double standard.
        
        China cared so much about the meaning because if it was a terrorist attack they could fight back while if it was just an attack you couldnt since a terrorist attack is against the government.

        SO then they stated that it was a terrori st attcack
        
        The US embassy in china stated that this attack was a horrible and totally meaningless attack.
