Gram Sabhas
These were very efficiant village instituitions
They enjoy full power and manage local affairs
They are selected by a chance system. All the names are written on a piece of paper and put in a pot. A small boy than picks up the chit and the results are announced.
Functions and responsibilities of Gram Sabhas
They administered justice within the village except cases involving serious crimes
They regulate water suply
They gathered taxes and administered all the charitable instituitions such as temples, schools etc.
Accounts were dealt with extreme care and people who embezzel money were punished severly.
They made smaller commities and carried its affairs, each looking out for specific matters.
Sources of revenue and expenditure
Land revenue was fixed at 1/6th of the gross produce
Other important sources were income tax on trade, mines, handlooms, water courses, ofcourse, the customs.
The money was spent in the maintainance of the royal family, armed forces, constructions of towns, temples.
Army and Navy
They maintained a large well trained army.
The army consisted of archers, footsoldiers, horsemem and warp elephants.
The soldiers lived in contonment regions called Kadagams
