The construction was sabotaged. Fred thought it was Clifford who was buying for the land. The Serpents were blamed for this as it was assumed that Clifford would have hired them to do it. It turned out to be Hiram who was mad that Fred was dating his wife
In the season’s conclusion, Fred was shot by an anonymous attacker, showing that the circle of crime in Riverdale is never-ending

Abused her power and also tried to discourage Archie from going to the police with information on the murder in fear she would be fired or arrested.

Archie mirrors Jason - he is popular, red headed, athletic and privileged.
The Blossom family use Archie as Jason's replacement. Cheryl was next in line to take over the family business after Jason, but many thought her incapable. The family brought Archie in to stand by her side. Society thought a woman couldn’t do it on her own, so she needed a male partner to create a perception of competence.
He was very uncomfortable by the Blossom family's bribery but they used their wealth, which gave him opportunities he did not have himself

Suspected F.P for Jason's murder purely because of his gang associations so they broke into his home to search for evidence. Their search ended up proving his innocence
Archie and Betty were celebrated for helping solve the murder, but the town did not want to associate with Jughead, as he was seen only as the son of a criminal
When his father’s construction was sabotaged, he immediately blamed the Serpents (paying no attention to Clifford culpability)

Struggling for money, they acted as criminals for hire for the rich people of Riverdale. They were always blamed, instead of the wealthy criminals who hired them

After all is revealed there was a moral panic and so the town cracked down on crime and drugs. There was a rising drug problem (resulting in a comparison to ‘The Wire’) as seen in 1;55-2;50 in the clip attached. The Serpents were held to blame. This is in spite of the fact that Clifford was the main drug smuggler in town, yet the small-time weed dealing of the working class Serpents was blamed, whilst Clifford was kept out of the news.

When all was revealed the town villainized them, whereas Clifford took almost no blame, showing that working class crime is viewed more harshly than upper class crime and the serpents were attacked.

When Clifford was accused of sabotaging the construction site, Keller ignored the accusations because Clifford was considered important and wealthy which shows the class bias in Riverdale

Ignored appeals that F.P was innocent, showing that the police department found it easier to blame working-class citezens
He was given the credit for solving the murder when he only really arrested innocent people, whilst the murder was really solved by Betty and her friends
