in Presidential elections it is not the popular vote determines victory but the electoral College vote. in the election in Nov 1876- Samuel Tilden won the most Votes. he won states such as New York, New Jersey, Connecticut and Indiana. Tilden received 184 electoral College votes, one short of Victory. although Haze received few of popular votes he won the election electoral College votes in the Southern states of Louisiana Florida and South Carolina. Hayes won 185 electoral College votes overall beating Tilden by 1 electoral College vote. Democrat Party protested. Hayes inaugurated in March 1877. With Hayes presidency reconstructed was officially at an end. April 1877 the last Republican Party governor in the south ,South Carolina, left office. he attacked Hayes southern policy saying it consisted of the abandonment of southern Republicans and especially black Americans, to the control of the democratic party and those in the South who viewed slavery as a divine institution.
