RESULT: THE LAST ONE IS NOT CONSIDERED PARTICIPATION ELIGIBLE FOR FUNDING
BUT THERE'S NO LEGAL BINDING OF THESE DECISION
CHALLENGES
How to define participation? (clear but not restricting legitimate forms)
How to avoid that concepts such as democracy and diversity are not limited to/equal to participation?
How to adress power dynamics within the budget for participation?
How to avoid "participation" being a formal term?
