Chapter 24: Human Resource Development Fund and Training Activty in Malaysia
Introduction
HRDF under Human Resource Development Act 1992 enforced in January 193
Administered by Human Resource Development Council (HRDC)
Corporatisation exercise vide the Pembangunan Sumber Manusia Berhad Act, 2001.
HRDC now known as Pembangunan Sumber Manusia Berhad (PSMB)
Fund disbursed RM1.07 billion for HRDF at early stage
Company registered with HRDC should use their levy to upgrade worker's skill so Malaysia will have a trained workers.
objectives
HRDF: To encourage employess in the private sector to retrain and upgrade the skills of their employees in line with their business need, and the industrialization strategy of the country
HRDF Function
To assess and determine the types and extent of Employee trainning and retraining in keeping with the human resource need of industries. Second is to promote and stimulate manpower training. Third is to determine the terms and condition which any financial assistance or other benefits are to be given
How HRDF getting Fund
Operates based on grant where employer contrubute ipon reistration
Malaysian workers have to contribute 1% of the monthly wages of their employees to HRDF Fund
Company which employ 10-50 employees with a paid-up capital less than RM2.5 million will have to pay levy at rate 0.5% of the employees's monthly wages
How Employers choose Employee to go for training
Conduct TNA to find gap between what should exist and what is expected in employees
TNA to analyze employee performance
Need Assessment involves analysis, person analysis and task analysis
Person analysis it so determine employee's performance deficiencies such as lack of knowledge, skill, ability from a motivational work
Task analysis is to identify important task and knowledge, skills and behavior that need to emphasized in training
