Law-Making: only the king made new laws, and everyone had to obey them.

The king ruled over all of England, with all its resources at his command

THE EARLS
Most important men in the country after the king and governed large areas of England on the kings behalf.
To do this they were given some of the kings powers.
Collecting taxes from their Earldom for the king.
Earls kept a third of the taxes for governing and protecting their earldom.
Overseeing law and order in their earldom. judging cases and deciding punishments for those found guilty.
military's powers. earls were the king's generals, leading their loyal Thegns in battle against the king's enemies.
THEGNS:
local lords who could complain to the king about earls who goverened an earldom badly. this happened with Tostig, the earl of Northumbria in 1065
