Dodds (v3) p258-259 gives ways to develop servant leaders. Anyone can become a leader, but if they have certain character qualities they can't (lack of integrity, arrogance, prideful disdain and lack of respect for people)

Small Groups
Setting up a group: Dodds (v3) p. 167-168 - good ideas for setting up a growth group to grow in their walk with the Lord. 2.5-3 hours/week sounds like a lot of time and not sure I know of anyone that could/would devote that much time. But maybe I am wrong.
