Trust and Legitimacy
Without public trust in a service, there would be no public value
Legitimacy is important because it refers to the extent to which a service has the authority to provide a particular service
Collectivity – this is mainly described in terms of the contribution of the public service to society
Security – this is largely the extent to which a service can be said to be reliable, safe and to have a geographical consistency in standards.
Personal utility – this refers largely to the ‘measures of the degree of choice available Talbot, 2008, p. 20)
Autonomy – this refers to the extent to which the service consults and is run for the benefit of its service users
How the public sector can work to produce public value
Collaborate
Collaboration is important because it identifies how organisations can work together to produce public value
A good example of this is the ways in which charities contribute to so many areas of healthcare, working with the NHS to offer support for mental health
Create
The notion of creation is multi-faceted but it involves the many ways that organisations demonstrate they are providing public value
A good example of a school creating public value might be shown through regular parents’ evenings
Control
It also focuses on the need to keep costs low and efficiency high, in order that the service is sustainable over time.
Compete
Competition is needed to provide public value
based around the notion that organisations are shaped by two key elements that are contradictory in nature: a desire for flexibility and autonomy, and the need for control and stability.
The model is based on the fact that in order to achieve real public value, there must be a balance between each area. Too much emphasis on one area will lead to an undermining of public value within that service
In order to measure public value, each area needs to be considered.
