Can we use a tool to help - translate?
Try and find the cause? Ask if the student is the same in other classes
Ask about home life? Talk with parents
How can the teacher re engage the student without banning the phone?
Talk to the student to see when he/she will try and what is too much. Find a way to simplify task to get the student to feel like he/ she can achieve small goals.
Add in physical activity to the class. A quick ball game/ some star jumps. Most classes are sat down the whole time.
Ask parent if this is an often occurance
Is it just my subject or in others? Talk to other teachers.
Ask student questions that come natural with a positive answer or if the student only answers with "no" as leading questions in which they have to think more.
