Offer the same care to mentally ill offenders, sex offenders, and offenders with HIV/AIDS. Just because they have a label doesn't mean they aren't a person.

Ensure inmates are not having sexual relations, to prevent the spread of sexually transmitted diseases and infections
If this cannot be ensured, consider providing condoms to inmates to prevent the spread (just because its banned doesn't mean it wont happen)
Officers must handle all investigations properly, even those they may feel extra strongly about. If the offender is a sex offender, they must still be treated with complete neutrality.
