His manipulation occurs through the use of legal contracts. Consider the scene after we learn that Adrian is "dead". What does Tom say needs to be done? (note that legally, this actually isn't necessary. Just because you write a will saying that someone must do x,y or z, doesn't mean that actually works. You cannot legally give someone a gift and then place restrictions on its use)
We don't see but are told that he was Adrian's first victim. He is also assisting Adrian in his torment of Cecilia. What point is Whannell making there?
