UNIDAD 1 DERECHO ORÁNICO DE EDUCACIÓN
LAWS CLASIFICATION
Education acquired an institutional or formal character during the 16th, 17th centuries
and XVIII ranged from the study from the first letters to the Higher Schools
of Theology and Philosophy that being in the hands of the Church remained restricted
to the formation of a clergy with the capacity to spread the Catholic faith throughout the territory
Isthmian
Organic:
They are those laws whose content is of an administrative nature since they regulate, in
general, the activity of the State for the fulfillment of its purposes and the exercise of its
functions. In addition, organic laws are issued in compliance with certain
numerals of article 153 of the Constitution acts.
Ordinary:
They are the laws that regulate specific cases, such as those of numerals 5, 6 and 17 of the article
previously mentioned.
UNIT 2. PERSONNEL MANAGEMENT
Organic Law 47 of Education of 1946
Law 47 of 1946 with the additions and modifications introduced by Law No. 34 of the
July 16, 1995.
Article 1 "Education is a right and a duty of the human person, without distinction
age, ethnicity, sex, religion, economic position, social or political ideas. Corresponds
to the State the duty to organize and direct the public service of education, in order to
guarantee the efficiency and effectiveness of the national educational system, which includes
both official education, provided by official agencies, and education
particular, taught by individuals or private entities.
UNIT 3. PERSONNEL MANAGEMENT
Article 184. For the purposes of salary, secondary education teachers are
divided into three categories:
A. Professors with a university teaching degree
B. Professors with a university degree
C. Professors without a university degree
UNIT 4. RESOURCES AND FONDS
Professionals who come to the country on their own account and under contract with people
natural or legal established in Panama, must pay for insurance
educational 2.75% for all income received by the independent professional, such as
as established in Cabinet Decree No. 168 modified by Law July 13,
1987.
Fifteen (15%) of the Educational Insurance, referred to in numeral 1 of article 2
of Cabinet Decree No. 168 of July 27, 1971 will be allocated to the patrimony of the
National Institute of Vocational Training.
