Special Education Referral Process
Identify signs of a struggling student
Signs of a struggling student include: becoming easily frustrated, difficulty staying on task, lacking motivation, taking longer to complete assignments, becoming extremely anxious or stressed about assignments, etc.
This starts in the classroom with the general education teacher. If the teacher believes that the student is struggling and the reasoning could potentially be because of special needs, the teacher will report that to the principal and special education teacher.
Evaluate the student
Eligibility is decided
Qualified professionals look at the results of the evaluation to determine if the student is a child with a disability as determined by IDEA.
Parents are involved in this decision and they can challenge the decision if they do not agree with what has been decided.
Child is found eligible for services
Once a child is determined to have a disability and parents agree and support the decision, the process for creating an individualized education plan begins.
IEP is written and an IEP meeting is scheduled with parents and any supporting staff member
An IEP is created based on the child's needs. An IEP team will gather to discuss the services that the child might benefit from. Accommodations are written to help support the child in the classroom. Services for the child are determined and goals are written. After the IEP is written, a meeting is set up with the parents to review the plan.
Services are provided and progress is measured
Schools must ensure that the child's services and accommodations are being carried out in the classroom. Progress towards goals stated in the IEP are measured. Parents are regularly updated about their child's progress.
IEP is reviewed
The child's IEP is reviewed once a year by the IEP team and parents. If it is necessary, the IEP can be revised to be updated and fit the child's current needs. Parents can give their input and share any suggestions they might have for changes.

Observing the student will help determine the child's eligibility for special education services.
The general education teacher will continue to make observations in the classroom and will note any changes in the child's situation. The social worker and school psychologist as well as the special education teacher will all come in at different times to observe the student. These qualified professionals will be able to determine if the student qualifies for special education services and if so, what services could be provided.
Parents can also request an evaluation if they feel it is necessary.
